Is it a break and run if a player breaks, makes a ball, then makes the 1 - 9 combination?

If you do a break and run that will get you 10 points. Yes every ball must be made legally without a miss to constitute a break and run.

So, you have to make ALL of the balls? Even if you break and run the balls up to the 8, and make the 8-9 combination leaving only the 8 on the table?

Would it be correct to say, you must score all 10 points from the break?

No that would be 3 points and a you get to break again. A break and run is making at least one ball on the break and then legally making all the balls on the table without missing, or committing a ball in hand foul.
